Universal Test and Treat (UTT) strategies that successfully meet or exceed 90-90-90 targets will leave up to 27% of people living with HIV/AIDS virally non-suppressed. The epidemiological profile of this “missing 27%,” including risk behavior, mobility, and network connections, must be examined in order to fully evaluate the effectiveness of UTT. (C.
